Plan Commission

The Plan Commission prepares and recommends a comprehensive plan for the city's growth, reviews development proposals (like building permits and subdivisions), ensures zoning compliance and advises the City Council on land use. It aims to balance economic development with preserving quality of life, open space and infrastructure needs, essentially guiding Quincy's future shape and development. 

Key functions:

  • Develops long-range plans for city growth, including streets, public grounds, and design standards.
  • Reviews and approves plans for new developments, subdivisions, and redevelopments, addressing issues like water pressure or height.
  • Makes recommendations to the City Council on zoning changes, annexations and development policies.
  • Works to foster economic growth while ensuring Quincy remains a healthy, attractive and livable community. 
  • Discusses and votes on permits for new projects while considering community impact.
  • Helps implement the city's strategic plans. 

Essentially, the Plan Commission acts as the city's long-term planner, reviewing development projects to align them with the community's vision for the future

The Plan Commission shall consist of 17 members, 13 voting members and 4 ex-officio (non-voting) members:

  • The Mayor of the City of Quincy, or a City official designated by the Mayor;
  • Six representative members appointed to the Plan Commission by each of the following local governing bodies/organizations (a representative member does not need to be a member of the local governing body/organization they are representing):
  • Quincy City Council
  • Adams County Board
  • Quincy Public School Board of Education
  • Quincy Park Board
  • Adams County Board of Health
  • Quincy Housing Authority Board of Commissioners
  • Six at-large members appointed by the Mayor and confirmed by the Quincy City Council, with one at-large member residing outside the corporate limits of the city of Quincy, but within the 1 1/2 mile radius of the city of Quincy.
  • Four ex-officio members representing the City of Quincy:
  • The Director of the Department of Planning & Development
  • The Building Inspector
  • The Director of Public Works
  • The Corporation Counsel

Meeting Schedule

Meets the fourth Tuesday of each month at 7 p.m. in the City Hall Council Chambers unless a conflict with City Council meetings due to a Monday holiday causes the meeting to be scheduled on Wednesday of that week.
