As the official record-keeper for the City of Quincy, the Clerk's Office is responsible for preserving and providing access to key municipal documents, facilitating transparency, and supporting the legislative process. In addition to maintaining City Council records, ordinances, and resolutions, the Clerk oversees public meeting agendas, local elections, FOIA requests, and a variety of city licensing services. Duties of the City Clerk

  • The City Clerk attends all City Council meetings and keeps a full and accurate record of the proceedings. The Clerk’s Office is responsible for maintaining various official records of the City, including City Council meeting minutes, ordinances, and resolutions.
  • As custodian of the City Seal, the Clerk affixes its impression to all documents when required.
  • The Clerk is responsible for posting the weekly City Council agenda. The final agenda is typically posted by 2:00 p.m. on the Friday preceding each regularly scheduled meeting, which is held every Monday at 7:00 p.m., unless a holiday falls on that Monday. This ensures compliance with public notice requirements under the Illinois Open Meetings Act.
  • Meeting minutes are available to the public and are posted on the City’s website after they have been approved by the City Council.
  • The Clerk’s Office maintains the Quincy Municipal Code, which is also accessible on the City’s website.
  • The City Clerk also serves as the Ex-Officio Town Clerk, co-signing all Quincy Township checks, payroll, and bills.
  • In addition, the Clerk’s Office issues various City licenses and is authorized to issue sport hunting and fishing licenses, as well as commercial fishing tags, on behalf of the Illinois Department of Natural Resources.
  • The City Clerk serves as the Local Election Authority for municipal elections.
