The Human Resources Department serves as a strategic partner to the Mayor, Department Heads, and City Council, supporting the City of Quincy's workforce needs. City employees are our most valuable asset, and HR plays a key role in ensuring their success and well-being. The department is responsible for administering the City’s health insurance plans, coordinating the Employee Assistance Program (EAP), and overseeing FMLA, COBRA, and life insurance claims. It also handles wage reporting, unemployment benefits, recruitment, hiring, onboarding, offboarding, employee relations, and mandatory employee training.

In addition, the HR Department manages employee benefit programs, compensation planning, and budget oversight. It develops job descriptions and ensures compliance with employment policies and practices across all departments, including those covered by the City’s five collective bargaining agreements.

The City of Quincy Human Resources Department is responsible for managing all aspects of the City's personnel system.
