The City of Quincy’s Engineering Department oversees the planning, design, construction, and maintenance of public infrastructure. Staffed by professional engineers, technicians, and administrative support, the department manages street and utility improvements, traffic signals, lighting, and site development reviews. It also issues construction permits, maintains compliance with city ordinances, and supervises closed landfill sites under state and federal oversight.

Engineering Department Responsibilities

  • Prepare construction plans, specifications, and cost estimates for major infrastructure projects

  • Supervise construction of public infrastructure

  • Oversee design consultants for engineering and surveying services

  • Evaluate proposed subdivisions and site plans for private development

  • Manage traffic signals and other traffic control devices within the city

  • Maintain and manage the three city-owned landfills

  • Operate the City's Clean Construction or Demolition Debris (CCDD) site

  • Maintain the City’s Geographic Information System (GIS)

  • Assign addresses to properties in Quincy and surrounding townships (Melrose, Ellington, and Riverside in Adams County)

  • Oversee operation of the Quincy Amtrak station

  • Issue permits for excavations and improvements on City right-of-way

  • Enforce City ordinances related to development in flood zones

  • Provide engineering support to the Airport, Transit, Planning, and Utilities Departments

 

 

How do I get my sidewalk repaired or replaced?

How can I get a new address for my house or development?
The Engineering Department assigns addresses for new constructions in Quincy and the Tri-Township area (Ellington, Melrose, and Riverside Townships). Call the Engineering Department at (217) 228-4527.


Do I need a permit to dig in the City right-of-way?
Yes. A Street Opening Permit is required for any digging in the City right-of-way. Contractors must also hold a $5,000 Street Opening Bond. Contact the Engineering Department at (217) 228-4527 before starting any work.


How do I report a pothole?

Please contact the Central Services Department at (217) 228-4520. Note: The Engineering Department oversees administration, not routine maintenance.


Do I need a permit to build or widen a driveway?

Yes. A Driveway Permit is required for new or expanded driveways involving curb removal. Permits are available through the Engineering Department.


How do I report a broken street light?

Call the Engineering Department at (217) 228-4527. We’ll coordinate with Ameren for repair. Most issues are resolved within 48 hours.


How do I report a broken traffic signal?

Contact the Engineering Department at (217) 228-4527. We maintain the City’s 58 signalized intersections.


Can I place a dumpster on the street temporarily?

Yes, with permission. Contact your Ward Alderman or the Engineering Department at (217) 228-4527.


How do I request an Accessible Parking Space?

Residents with valid State of Illinois credentials can apply for an accessible space. Contact the Engineering Department at (217) 228-4527.


What should I do if my garbage or recycling wasn’t picked up?

Please call the Central Services Department at (217) 228-4520.


Who do I contact if my street or alley needs resurfacing?

Contact your Ward Alderman or the Engineering Department at (217) 228-4527.


How do I report a dead or dangerous tree on City property?

If the tree is on the City right-of-way, contact your Ward Alderman or the Central Services Department at (217) 228-4520.


How can I find my property pins near City right-of-way?

Most property pins are located about 33 feet from the centerline of the road. The Engineering Department can help with locating pins related to the right-of-way, but not with property line disputes. Call (217) 228-4527 for more information.


Where can I get a City map?

City maps are available at City Hall, 730 Maine Street. You can also call (217) 228-4500.

 

The Quincy Regional Barge Dock is owned by the City of Quincy. The barge dock is located on the Mississippi River at mile 326 in Lock & Dam Pool 21 and is the northernmost pool open all winter. Since 2019, the City has leased the dock to RM Leasing to manage daily dock operations.

The City of Quincy participates in the National Flood Insurance Program (NFIP) through the Federal Emergency Management Agency (FEMA). As an NFIP participant, the City agrees to adopt and enforce a floodplain management ordinance. The City’s membership allows Quincy residents to purchase flood insurance policies to insure their properties against damages from flooding due to their location within the 100-year floodplain.
