The Comptroller’s Office plays a central role in the financial operations of the City of Quincy and is responsible for:

  • Preparing and maintaining all financial reports and statements

  • Developing and managing the annual citywide budget

  • Overseeing general accounting operations

  • Managing accounts payable and vendor payments

  • Processing biweekly payroll for all city employees

  • Tracking and reporting on the City’s fixed assets

  • Administering the City’s debt portfolio and ensuring compliance with all financing obligations

By ensuring the accuracy and integrity of the City’s financial systems, the Comptroller’s Office helps maintain Quincy’s fiscal health and supports the efficient delivery of public services.

Annual Financial Report / Audit

The Annual Financial Report (AFR) is issued annually.  City management is responsible for the preparation and fair presentation of these financial statements in accordance with accounting principles generally accepted in the United States; this includes the design, implementation and maintenance of internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement.

A AFR has three major sections: introductory, financial, and statistical.  The introductory section furnishes general information on the government’s structure, services, and environment.  The financial section contains all basic financial statements and required supplementary information, as well as information on all individual funds and discreetly presented component units not reported separately in the basic financial statements.  The statistical section provides trend data and nonfinancial data useful in interpreting the basic financial statements and is especially important for evaluating economic condition.

City Tax Rates

TOURISM TAX

All hotels, motels, and bed and breakfasts pay City of Quincy Tourism Taxes. The tax rate is 8% of their gross receipts. The tax was initiated to assist the Oakley-Lindsey Civic Center pay off their bond issue.

PROPERTY TAXES

The County Treasurer’s Office collects the property taxes for the City of Quincy. Their office is located at the Adams County Courthouse, 507 Vermont, Quincy, IL 62301. Any questions regarding property taxes should be directed to their office at 217-277-2245. (Link to Adams County Website)
