Over ten years ago, the City of Quincy embarked on a mission to improve how it manages the vital departments that maintain our community’s infrastructure. Previously, crews were spread across the city in outdated facilities, some not meeting safety codes. An aging fleet of vehicles and Quincy’s continued growth highlighted the need for modernized services and expanded resources.

The solution was the creation of the Department of Central Services—a centralized, efficient hub dedicated to supporting and maintaining Quincy’s infrastructure with excellence and reliability.

Today, the Department of Central Services oversees a wide range of essential city operations, including construction, water and sewer systems, streets, transit, forestry, signage and painting, garbage and recycling collection, fleet maintenance, and facility management.

Located on a spacious 10-acre campus, Central Services operates out of five buildings totaling 62,400 square feet of office, garage, and storage space. This facility supports our teams as they work to keep Quincy safe, clean, and moving forward.

Garbage Collection

Quincy residents electing to utilize the City of Quincy for residential garbage collection must follow the guidelines listed below:

  • All garbage collected by the City of Quincy must be in a bag. Loose garbage will not be collected.

  • All garbage bags must be inside an appropriately-sized container with a tight closing lid.

  • For Residents Participating in the City of Quincy Garbage Tote Program: Garbage bags placed in City of Quincy Garbage Totes do not need stickers.

  • For Residents Utilizing Garbage Stickers: All garbage bags not being placed in City of Quincy Garbage Totes must have the appropriate number of garbage stickers attached.

    • Small Garbage Bags (up to 16 gallons) require stickers equal to $1.50 for collection. Residents should place either 2 blue stickers or 1 red sticker on small bags.
    • Large Garbage Bags (over 16 gallons) require stickers equal to $3.00 for collection. Residents should place either 4 blue stickers or 2 red stickers on large bags.

  • Garbage totes/carts must be placed at the edge of the curb or alley (where allowed) at least three feet from other totes, buildings, or objects. Sidewalks must not be blocked.

  • Garbage totes/carts must be in place for collection no later than 6:00 am on collection day. Totes may not be set out prior to 6:00 pm the evening before collection.

  • Garbage totes/carts must be removed from the street or alley no later than 6:00 pm on collection day.

  • Maximum tote/cart weight is 200 pounds.

The following conditions and restrictions apply to materials placed for collection:

  • Permitted with Conditions: 
    • Syringes and broken glass should be placed in rigid containers with a tight-fitting lid before being placed in a garbage bag within the garbage tote.
    • Animal waste should be placed in a plastic bag before being placed in a garbage bag within the garbage tote.

  • Not Permitted:
    • Human waste
    • Household hazardous waste
    • Liquid paint
    • Construction/remodeling/demolition materials.

The City of Quincy observes several holidays over the course of each year. While these holiday observances generally do not impact garbage collection, there are a few holidays where collection does not occur:

How to Sign Up for Garbage

Residential Garbage Collection – Solid Waste Division

The Solid Waste Division of Central Services provides garbage collection for residential single-family homes and buildings with four or fewer units. Quincy residents choosing City garbage collection have two options: Garbage Stickers or Garbage Totes.

Garbage Stickers:
Stickers can be purchased at most grocery stores, gas stations, convenience stores, and City Hall. Residents using stickers do not need to sign up for collection but must follow certain guidelines. For details, please visit the Garbage Collection section on this website.

Garbage Totes:
Residents who prefer the Garbage Tote program pay a one-time, non-refundable drop-off fee of $60 per tote, plus a monthly collection fee of $12.99 per tote, both billed through the utility bill. Garbage Totes remain City property and cannot be transferred to another resident. Service can be transferred if you move your utility service to a new address—contact the Department of Utilities Billing at 217-228-4580 before moving.

Private Garbage Collection

Residents who prefer not to use City collection must arrange service with a private solid waste hauler. For a list of approved haulers operating in Quincy, please visit the Private Solid Waste Haulers page on this website.

 


Yard Waste Collection

The City of Quincy contracts with Evans Recycling to offer the following yard waste disposal options for residents: 
  • Yard Waste Disposal Site 
  • Curbside Yard Waste Pickup

The Yard Waste Disposal Site, run by Evans Recycling, is located at 711 West Radio Road. The site is generally open from early spring through late fall, depending on weather. The site shall be closed on the following holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

City of Quincy property owners choosing to utilize the site to drop off yard waste themselves should be prepared to show proof of address when entering the site.

To access the Yard Waste Disposal Site, travel south on Gardner Expressway, then make a right turn onto Radio Road. Follow Radio Road, then make a right turn into Evans Recycling.

Curbside Yard Waste Pickup is collected by Evans Recycling weekly, coinciding with the Quincy garbage collection schedule. Curbside Yard Waste is picked up on holidays.

The first day for Curbside Yard Waste Pickup in 2025 will be Monday, March 17, 2025.

The final day for Curbside Yard Waste Pickup in 2025 is to be determined, but is typically mid-December.

Residents choosing to utilize Curbside Yard Waste Pickup for leaves, grass, and small branches and sticks must place their yard waste at the curb in one of the following manners. The City of Quincy and Evans Recycling would like to remind citizens that trash, garbage, or recycle items should not be placed in yard waste bags.

  • Bundled: Branches and sticks may be bundled together and placed at the curb for collection. Branches are not to exceed 2" in diameter and 4' in length.

  • Biodegradable Paper Bags: Leaves, grass, branches, and sticks may be collected in biodegradable paper bags which are sold in local stores and placed at the curb for collection. Plastic bags are not accepted. Total weight of bags must not exceed 40 lbs.

  • Marked Reusable Containers: Leaves, grass, branches, and sticks may be collected in reusable containers such as large outside garbage cans and placed at the curb for collection. Containers must be marked with a 2 inch wide stripe in a contrasting color 12 inches from the top of the container.  55 gallon drums cannot be used. An example of how containers should be marked is shown below:

Additional Information:

Wood chips are available at the yard waste collection site! Chips can be loaded by Evans Recycling for $5 per scoop (one scoop will fill a short-bed pickup truck). There will be no charge to those individuals wishing to load chips themselves. No residency requirement applies. 

 

 

Recycling Drop-Off

The City of Quincy provides recycling drop-off sites at various locations throughout the City as a convenient way for residents to manage their recycling efforts. Sites are open daily from dawn to dusk, and offer residents the ability to recycle paper, cardboard, tin, aluminum, plastic (labeled 1, 2, and 5), and glass. Residents are encouraged to utilize the drop-off recycling sites, following the guidelines and restrictions posted below.

Residents who are unable to utilize the recycling drop-off sites can contact the Department of Central Services to arrange for City personnel to pickup and transport their recyclable materials. Please call 217-228-4553 for additional information.

Become a Private Solid Waste Hauler

Title V Chapter 50 Of The Municipal Code Of The City Of Quincy Of 2015 establishes the authority of the City of Quincy (“City”) to require persons and entities engaging in the business of the collection of solid waste in the City to obtain a license from the City and to pay solid waste collection license fees imposed by the City. Persons (to include corporations, as defined by Ordinance 9272 wishing to apply for a Solid Waste License must fill out the form provided in the link below, and submit the form to the Director of Administrative Services at the address provided.

Forestry

The City of Quincy is proud to have been named Tree City USA for nearly 40 years. The Forestry Department has an inventory of over 18,000 trees throughout the city, which is maintained through a program of removals and trimming. All work is handled either through your alderman/alderwoman or Central Services. 

When available, the city offers a Fall, tree-planting program in which a variety of trees can be purchased at a reduced rate. The tree will then be planted on the right of way in front of your residence. For more information on purchasing a tree, please call the Department of Planning & Development, 217-228-4515.

The city offers a site where residents can drop off yard waste and tree limbs at no charge. Periodically, the Forestry Department has a crew that chips brush at curbside. This is intended for cleanup of storm damage of city trees and small limbs from yards. Limbs need to be piled neatly at curbside. Other yard waste needs to be put in a biodegradable paper bag capable of withstanding all types of weather. Bags may be purchased locally and placed at curbside.
