NOTICE OF PUBLIC HEARING

 

 

            Public notice is hereby given that the City of Quincy, Adams County, Illinois (the “City”) will hold a public hearing at its City Hall, 730 Maine Street, Quincy, Illinois, on September 21, 2026, commencing at 7:00 p.m., on behalf of the City and the State of Illinois, regarding a proposed plan of finance, including the issuance by the City of its general obligation bonds in the aggregate principal amount of $10,000,000 (the “Bonds”).  Bond proceeds are expected to finance the costs of new park facilities expected to be known as the Quincy Clay Sports Complex, including the acquisition, construction, improving, furnishing, and equipping of a new trap shooting complex featuring outdoor competition bays, sporting clay courses, concessions, a banquet facility, and a pro shop (collectively, the “Project”).  The Project will be owned by the City, managed by Eastern Sports Management LLC, a Virginia limited liability company, and expected to be used by Quincy Clay Sports Association that is expected to be created as an Illinois not-for-profit corporation and qualify as an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended.  The Project site is comprised of approximately 123 acres and is located at 7607-7619 Highway 24 East approximately one mile east from the Interstate 172 and Highway 24 interchange on the north side of Highway 24.

 

            The hearing will be open to the public. All interested persons may attend the hearing and will have an opportunity to express their views with respect to the proposed Project, plan of finance, and issuance of Bonds to pay the costs thereof.  Following the public hearing, the City as the issuer of the Bonds and the State of Illinois as host jurisdiction will consider whether to approve the proposed plan of finance and issuance of the Bonds. Written comments with respect to the proposed Project, plan of finance, and issuance of the Bonds may also be submitted to the undersigned prior to the hearing. Additional information regarding the proposed Project, plan of finance, and issuance of the Bonds may be obtained in advance of the hearing from the undersigned.
