TIF Joint Review Board

The TIF Joint Review Board in Quincy is a group of representatives from local taxing bodies and the public that reviews and monitors the City’s TIF districts, ensuring transparency and giving affected governments input before redevelopment financing decisions are finalized.

The Joint Review Board is only advisory and does not approve or deny TIF districts itself. That authority belongs to the Quincy City Council. However, the board’s review allows other local taxing bodies and the public to weigh in before decisions are finalized. Because TIF districts redirect increases in property tax revenue to redevelopment projects rather than immediately distributing that increase to schools, parks, and other taxing bodies, the Joint Review Board provides a formal mechanism for those agencies to review and discuss the policy.

TIF Joint Review Board Membership shall also include one public member appointed to serve on the board.

The Quincy Public Library is not a representative taxing district, though representatives may attend meetings. Membership is not extended to the Great River Economic Development Foundation or the Historic Quincy Business District, though representatives may also attend meetings.
