Over ten years ago, the City of Quincy embarked on a mission to improve how it manages the vital departments that maintain our community’s infrastructure. Previously, crews were spread across the city in outdated facilities, some not meeting safety codes. An aging fleet of vehicles and Quincy’s continued growth highlighted the need for modernized services and expanded resources.
The solution was the creation of the Department of Central Services—a centralized, efficient hub dedicated to supporting and maintaining Quincy’s infrastructure with excellence and reliability.
Today, the Department of Central Services oversees a wide range of essential city operations, including construction, water and sewer systems, streets, transit, forestry, signage and painting, garbage and recycling collection, fleet maintenance, and facility management.
Located on a spacious 10-acre campus, Central Services operates out of five buildings totaling 62,400 square feet of office, garage, and storage space. This facility supports our teams as they work to keep Quincy safe, clean, and moving forward.

How to Sign Up for Garbage
Yard Waste Collection
Yard Waste Disposal Site Hours of Operation can be confirmed by calling 217-228-1432, but is typically as follows:
Monday, March 16, 2026, hours of operation will be: 7:00 a.m. to 7:00 p.m. - 7 days a week
Winter Hours: Sun. - Closed, Mon. - Fri. from 8:00 a.m. to 5:00 p.m. and Sat. from 8:00 a.m. to Noon.
City of Quincy property owners choosing to utilize the site to drop off yard waste themselves should be prepared to show proof of address when entering the site.
To access the Yard Waste Disposal Site, travel south on Gardner Expressway, then make a right turn onto Radio Road. Follow Radio Road, then make a right turn into Evans Recycling.

Curbside Yard Waste Pickup is collected by Evans Recycling weekly, coinciding with the Quincy garbage collection schedule. Curbside Yard Waste is picked up on holidays.
The first day for Curbside Yard Waste Pickup in 2026 is Monday, March 16th.
The final day for Curbside Yard Waste Pickup in 2026 is to be announced, but is typically mid-December.
Residents choosing to utilize Curbside Yard Waste Pickup for leaves, grass, and small branches and sticks must place their yard waste at the curb in one of the following manners. The City of Quincy and Evans Recycling would like to remind citizens that trash, garbage, or recycle items should not be placed in yard waste bags.
- Bundled: Branches and sticks may be bundled together and placed at the curb for collection. Branches are not to exceed 2" in diameter and 4' in length.
- Biodegradable Paper Bags: Leaves, grass, branches, and sticks may be collected in biodegradable paper bags which are sold in local stores and placed at the curb for collection. Plastic bags are not accepted. Total weight of bags must not exceed 40 lbs.
- Marked Reusable Containers: Leaves, grass, branches, and sticks may be collected in reusable containers such as large outside garbage cans and placed at the curb for collection. Containers must be marked with a 2 inch wide stripe in a contrasting color 12 inches from the top of the container. 55 gallon drums cannot be used. An example of how containers should be marked is shown below:

Forestry
The City of Quincy is proud to have been named Tree City USA for nearly 40 years. The Forestry Department has an inventory of over 18,000 trees throughout the city, which is maintained through a program of removals and trimming. All work is handled either through your alderman/alderwoman or Central Services.
When available, the city offers a Fall, tree-planting program in which a variety of trees can be purchased at a reduced rate. The tree will then be planted on the right of way in front of your residence. For more information on purchasing a tree, please call the Department of Planning & Development, 217-228-4515.
The city offers a site where residents can drop off yard waste and tree limbs at no charge. Periodically, the Forestry Department has a crew that chips brush at curbside. This is intended for cleanup of storm damage of city trees and small limbs from yards. Limbs need to be piled neatly at curbside. Other yard waste needs to be put in a biodegradable paper bag capable of withstanding all types of weather. Bags may be purchased locally and placed at curbside.
