Quincy Partners with CodeRED to Begin Testing Mass Notifications

Published on November 07, 2025

QUINCY, IL – The City of Quincy worked closely with CodeRED, the city’s emergency notification system provider, to expedite an early test of its new emergency communication program during the recent citywide boil order. This initial step allowed staff to evaluate how notifications are delivered and received before the full rollout of the system.

The early-stage test reached approximately 26,000 contacts gathered through existing public records. The City has not yet begun a full onboarding process for residents but plans to expand participation once the system is officially launched. The City also plans to hold an onboarding meeting with CodeRED next week to begin the next phase of implementation and user enrollment.

Some users noticed that the test call appeared to come from the name “Kristin Niemann.” Kristin Niemann serves as the City’s Communications Strategist and assisted in coordinating and communicating this test. Going forward, all notifications will clearly display City of Quincy as the caller ID.

“We wanted to move quickly because our residents deserve information, and it’s our job to make sure they receive it,” said Niemann. “If you did not receive a notification, please know this was an initial test using existing public contact information made available through the CodeRED Emergency Management System. We are still in the early stages of implementing this program and are working diligently to develop a sign-up process so residents can easily enroll once the full system is in place.”

The CodeRED system is designed to deliver emergency information through phone calls, text messages, and emails—ensuring that residents receive accurate and timely updates during water advisories, severe weather, and other urgent situations. This service is provided at no cost to those who receive notifications.

Additional information and sign-up instructions for new users will be shared soon through the City of Quincy’s official channels.
