The 9-1-1 Joint Emergency Telephone System Board (ETSB) in Quincy and Adams County, Illinois is the oversight authority for the region's public safety communications system — the Quincy/Adams County 9-1-1 Center. It was created in 2018. It's a joint committee created by both the City of Quincy and Adams County governments to manage and guide how emergency calls and dispatch services operate locally.

What the Joint ETSB Does

  • Oversees the 9-1-1 System: The board provides governance and oversight for the Quincy/Adams County 9-1-1 Center, which is the area’s public safety answering point (PSAP) for 9-1-1 calls. This includes ensuring efficient emergency telephone service and public safety communications are provided to all residents and visitors in the city and county.
  • Policy and Budget Oversight: The Joint ETSB helps guide policies and budgets related to the operation of the 9-1-1 Center, including the allocation of funds collected through state-authorized 9-1-1 surcharges and local revenue. It ensures the system has the resources needed to operate 24/7 and meet service goals.
  • Appoints and Supervises Leadership: The board oversees the 9-1-1 Director, who functions as the chief executive for the system and reports directly to the ETSB. The director manages day-to-day operations of the dispatch center under the board's direction.
  • Represents Multiple Stakeholders: The board is made up of representatives from both governments and public safety agencies — typically including city council members, county board members, law enforcement, emergency services, rural fire representation, and public members — to ensure broad oversight and representation of public safety interests.

The Joint ETSB ensures that when someone in Quincy or Adams County dials 9-1-1, their call is answered quickly and routed properly to police, fire, or emergency medical services. It helps maintain reliable emergency communications infrastructure and policies that support public safety.

Meeting Schedule

Meetings are called the third Wednesday of January, April, July and October at 5:15 p.m. at the Quincy/Adams County 9-1-1 Center, 222 N. 52nd.
