Finance Committee

The Finance Committee is a standing committee of the Quincy City Council composed of City Council members. Its role is to help the City Council oversee the financial matters of the city before those matters are acted on by the full council.

Its key responsibilities are:

  • The committee evaluates financial plans, policies, and proposals before they go to the full City Council. This includes looking closely at how municipal money is being budgeted, spent, and managed.
  • It reviews sections of the annual city budget, appropriations ordinances, and related financial planning documents. The committee discusses priorities, revenue estimates, funding levels, and how funds should be allocated to city departments and services.
  • Large contracts, loans, city bond issues, and significant financial agreements are typically discussed in the Finance Committee first. The committee analyzes these financial impacts and provides recommendations.
  • The committee monitors the city’s ongoing financial condition. That includes reviewing revenue projections (e.g., taxes, fees), tracking expenditures, and examining financial reports or audits to ensure fiscal responsibility.
  • After reviewing financial matters in detail, the Finance Committee recommends action (approval, modification, or rejection) to the full City Council. This helps streamline council decisions and ensures financial issues have been considered carefully before full council votes.
