To protect consumers against the transfer of stolen property, the city licenses secondhand dealers to ensure compliance with the city and state’s regulations. City Code 122.03 applies to any store, premises or vehicle of any kind or any part thereof, where used or second hand books, goods, wares or merchandise of any kind are bought, sold, offered for sale, exchanged, bartered or kept with the intention of selling, bartering or exchanging as an essential or primary business or vocational purpose, or where the majority of transactions occurring related thereto to pre-owned merchandise including antiques.
How to obtain a license
- Submit a Second-hand Store [PDF] application or use the Online Fillable PDF Form.
- Undergo a background investigation by the Police Department. Please note it can take up to 10 days for a background check.
- Pay Annual License Fee of $25.00.
