Street Opening Permits are necessary when an excavation is made on a City right-of-way. This includes streets, sidewalks, alleys and parkways. A permit may be necessary from the Illinois Department of Transportation or Adams County Highway Department if the roadway is under their jurisdiction. Engineering Department personnel will be able to tell you if the roadway is under another department’s jurisdiction.
Requirements: A Street Opening Permit can only be issued to a person, firm or corporation that has a $5,000 Street Opening Bond on file with the City of Quincy. Once the permit is obtained, the permit holder must contact JULIE for a utility location before opening the street. The permit holder is responsible for the restoration and maintenance of the opening and continued maintenance if settling should occur at the site of the finished opening. The pavement shall be replaced to match the existing pavement. The permit holder is responsible for the placement and maintenance of all necessary traffic control signs and barricades and must notify 911 if the street is being closed to traffic.
A Street Opening Permit will be denied to anyone requesting to open pavement that is less than five (5) years in age unless it is an emergency or without prior approval of the City Council.
