Opening Permit
Description:
Street opening permits are necessary anytime an excavation is
made on a street or alley right of way.
Excavations in street pavements, sidewalks and the parkway
require a street opening permit. A
permit may be necessary from the Illinois Department of Transportation
or the County Highway Office if the roadway is under their jurisdiction.
Application:
Street opening permits are issued by the City Engineer.
The City Engineer's Office is located on the 2nd floor of City
Hall, 730 Maine Street. Personnel
in the Engineering Office will be able to tell you if the street in
question is under another highway department's jurisdiction.
The City Engineer can usually complete the review of the
application within 3 to 5 working days after receipt of the application.
Requirements:
A street opening permit can only be issued to a person, firm
or corporation that has on file with the City a $5,000 street opening
bond. The permit holder is
responsible for the restoration and maintenance of the street opening. The permit holder is responsible for the placement and
maintenance of the necessary traffic signs and barricades.
The permit holder is responsible for contacting JULIE
(1-800-892-0123) for utility locations.
The permit holder will be responsible for the continued
maintenance of the finished street opening, if settlement should occur.
Aggregate backfill is required on all street openings.
The type of pavement replacement will generally match the
existing pavement.
New Pavement:
A street opening permit will be denied to anyone requesting
to open pavement less than five (5) years old unless there is an
emergency or the opening is approved by the City Council.
Permit Fee Schedule:
The street opening permit fee is $2.00 per opening.
