Energy Efficiency Loan Program

The Energy Efficiency Loan Program is available for existing buildings in the Historic Quincy Business District. The District encompasses the area from the Riverfront to 12th Street, Oak Street to Payson Avenue. The Loan Program is for existing building improvements for commercial, mixed-use and multi-family units.

Terms and Conditions

• Loans are participation loans, not direct loans. Banks will provide at least 50% of the financing, and the loan program will provide 50%, up to $10,000 per address.

• Interest rate is 3%.

• Term of the loan is up to three years.

• Prior approval is necessary before the start of construction or improvement.

• Inspections will be done during and at the completion of the project.

• Documentation will be needed to verify the cost of improvements.

• The project must meet prevailing wage requirements.

Qualifying Projects

• Interior lighting using LEDs, T-8, T-5 or metal halide.

• Exterior lighting using LEDs, high pressure sodium or metal halide.

• Exit signs using LEDs.

• Motion sensors to control lighting.

• Air conditioning rated 14 S.E.E.R. or better.

• Natural gas heating rated 90% or better.

• Programmable/Set back thermostats for A/C and heat.

• Energy Star rated commercial refrigeration and freezers.

• Double ducted commercial kitchen ventilation.

• Solar thermal water heating.

• Double pane low E. windows and doors.

• Doors with foam core insulation.

• Wall insulation that meets or exceeds R-15.

• Ceiling insulation that meets or exceeds R-38.

• Floor insulation that meets or exceeds R-25.
