Broadcasting Policy

 

     

Programming Statement

The City of Quincy Government Cable Channel 15, in conjunction with Insight Cable, provides information to the City of Quincy citizens concerning the functions, activities and programs of local, state and federal government.   The mission of COQ TV is:

  1. To expand and enhance public participation in the government process by (a) broadcasting meetings of governmental bodies, public hearings, and other related government events; (b) presenting information that expand citizen awareness of city government and non-for-profit organizations that provide necessary services to all citizens of the City of Quincy, and
  2. To expand and enhance citizen access to city programs and services by bring comprehensive information on those services, programs and resources to citizens via cable television; and,
  3. To enhance emergency communications in the City.

The views and opinions expressed on COQ TV may not necessarily reflect those of the City of Quincy Elected Officials, City of Quincy Alderman, City of Quincy Government, or any employees of the City of Quincy Government. 

Programming Restrictions/Prohibited Content

The City of Quincy Government recognizes programming content restrictions imposed on the COQ TV by the Federal Communications Commission, and by applicable federal, state and local laws.   Programming containing any of the following will not be broadcast on COQ TV:

  • Any advertisement of or information concerning any lottery, gift enterprise, or similar scheme is prohibited;

  • Material which is intended to defraud the viewer or designed to obtain money by false or fraudulent pretenses, representations, or promises;

  • Obscene or indecent matter;

  • Libelous or slanderous matter as defined by law;

  • Copyrighted material, unless appropriate advance clearances have been obtained and written proof of such clearance can be presented;

  • Advertising materials whose primary purpose is to promote the sale of commercial products, trade or services. Description or praise of a product, service, business or person which encourages purchase, trade or business is prohibited. Intentional showing of business or product names, logos and other symbols of commercial products is prohibited. This prohibition does not apply to promotion of governmental materials and services for which a fee may be charged.

Programming Priorities/Permitted Programming Content 

COQ TV programming priorities are as follows: 

  • Announcements of an emergency nature affecting public health or safety;

  • Live and repeat broadcasts of sessions of City of Quincy council or commission meetings, or any special governmental press conferences;

  • Informational programming about city governmental services;

  • Information concerning City of Quincy government employment opportunities;

  • Coverage of special events, e.g. State of the City Address, important public safety tips, swearing of newly elected city officials;

  • State or federal government meetings of interest to the citizens of Quincy;

  • Character generated material (“bulletin board”) promoting community services available to citizens of Quincy (Red Cross, United Way, Madonna House, Quincy Public Library, Quincy Public Schools, etc.)
